The person who will lead another nation to bring about the downfall of Babylonian is Cyrus of the Persians. History records that the Persians enter Babylon and they rose to power instead of the Babylonians. Cyrus is the recorded leader of the Persians.
Ezra 1:1 states that in the first year of Cyrus king of Persia, in order to fulfill the word of the LORD spoken by Jeremiah, the LORD moved the heart of Cyrus King of Persia to make a proclamation throughout his realm and to put it into writing…” (NIV). Thus the bird of prey, being used as a metaphor for its quickness came to destroy Babylon suddenly. This bird of prey is referred to as a man. That man is identified by Ezra as Cyrus for in the first year of his reign he set in motion the return of the Israelites to the Promised Land.
