It is not possible that Job 38:7 happened before the fall of Lucifer and with the angels who followed him.
For one’s consideration here are my thoughts on the broader context of that verse as to the reason why it is not possible:
The text says this, “Listen! Listen to the roar of his voice, to the rumbling that comes from his mouth. 3 He unleashes his lightning beneath the whole heaven and sends it to the ends of the earth. 4 After that comes the sound of his roar; he thunders with his majestic voice. When his voice resounds, he holds nothing back.
5 God’s voice thunders in marvelous ways; he does great things beyond our understanding. 6 He says to the snow, ‘Fall on the earth,’ and to the rain shower, ‘Be a mighty downpour.’ 7 So that everyone he has made may know his work, he stops all people from their labor.[a] The animals take cover; they remain in their dens. 9 The tempest comes out from its chamber, the cold from the driving winds. 10 The breath of God produces ice, and the broad waters become frozen. 11 He loads the clouds with moisture; he scatters his lightning through them. 12 At his direction they swirl around over the face of the whole earth to do whatever he commands them. 13 He brings the clouds to punish people, or to water his earth and show his love (NIV).
The reasons why it is not possible or the difficulties are as follows:
A. Genesis 3 states that the serpent came and deceive Eve so that she and Adam at the forbidden fruit (vs. 1–7).
If one interprets that Job 37:7 occurred before Lucifer rebellion, it will imply that that there were people living before Adam and Eve for those people saw the mighty power of God. This contradicts Genesis 1 that Adam and Eve were the first created persons by God.
In addition, it would also imply that although Adam and Eve sinned against God, there were other people who lived who didn’t sin against God. In other words, Adam and Eve had children before they sinned against God. This contradicts the biblical record of Genesis 3–4 that Eve had children after she and Adam sinned against God.
B. Genesis 7 states that the earth’s environment changed with the coming of rain upon the earth (vs. 4). In others, rain didn’t come upon the earth prior to the Flood.
If one interprets that Job 37:7 occurred before Lucifer rebellion, then rain, snow, thunder occurred before the Flood. This contradicts the text that rain came after the Flood with God giving the sign of the rainbow (Genesis 12:9–16).
C. Job 32–37 is a record of Elihu’s conversation with Job after his three other companion spoke. Elihu is making natural observations of the earth and its application between God and humans. It is important to note that it is not God who is saying those words, but Elihu is making those comments.
The biblical text accurately records the observations and comments of individuals, not that their comments were correct. The accusations of the three companions are false.
Genesis 42 says this, “ After the Lord had said these things to Job, he said to Eliphaz the Temanite, “I am angry with you and your two friends, because you have not spoken the truth about me, as my servant Job has. 8 So now take seven bulls and seven rams and go to my servant Job and sacrifice a burnt offering for yourselves. My servant Job will pray for you, and I will accept his prayer and not deal with you according to your folly. You have not spoken the truth about me, as my servant Job has.” 9 So Eliphaz the Temanite, Bildad the Shuhite and Zophar the Naamathite did what the Lord told them; and the Lord accepted Job’s prayer” (NIV).
SUMMARY: Elihu is giving a natural observation of the world from his perspective, not that God is necessarily speaking through him.
