As one reads the context of Romans 11, this gives greater clarity to one’s question. The text says this, “I do not want you to be ignorant of this mystery, brothers and sisters, so that you may not be conceited: Israel has experienced a hardening in part until the full number of the Gentiles has come in, 26 and in this way all Israel will be saved. As it is written: “The deliverer will come from Zion; he will turn godlessness away from Jacob. 27 And this is my covenant with them when I take away their sins.” 28 As far as the gospel is concerned, they are enemies for your sake; but as far as election is concerned, they are loved on account of the patriarchs, 29 for God’s gifts and his call are irrevocable. 30 Just as you who were at one time disobedient to God have now received mercy as a result of their disobedience, 31 so they too have now become disobedient in order that they too may now receive mercy as a result of God’s mercy to you. 32 For God has bound everyone over to disobedience so that he may have mercy on them all” (Read & Study The Bible – Daily Verse, Scripture by Topic, Stories)
The Apostle Paul states that both Jews and Gentiles have violated God’s Law and their own conscience. For all have sinned and fall short of the glory of God (Rom. 3:23). It is man’s condition that binds and entraps that person in sin. Man is unable to escape from himself. Thus everyone is held accountable to God for their actions. God didn’t do anything to stop man from sinning. He was obligated since he gave man the choice to obey him or disobey him.
The reason why God allowed all men to commit sin and be under the judgment for their sins is so that he can show mercy to whomever he wishes. If someone could earn salvation before God by his own works, then God can’t grant mercy for it will be unfair to the one who worked for it. Since none could achieve salvation on their own, then God is free to forgive whoever he chooses. It is by his grace alone. For the Jews never thought that God would offer the Gentiles salvation unless they became a Jew. Neither being a Jew or a Gentile mattered before God for all are under the judgment of sin. The Gentiles are no worse than the Jews nor are the Jews better than the Gentiles. It doesn’t matter what status in life of being old or young, rich or poor, educated or illiterate as the Apostle Paul stated that all of his achievements are nothing in comparison in knowing Jesus Christ his Lord. They were consider dung to him. If anyone desired to earn salvation, it was Saul of Tarsus and he even found himself lacking before God. No one is perfect before the Law or with one’s own conscience. We need God’s mercy and grace and he has offered to that those who would believe in his Son as their own Savior and Lord.
SUMMARY: Everyone has sinned against God and doesn’t deserve God’s grace and salvation but still he offers that to sinful individuals. What grace given to us.
