Thank you for the interpretative question, “Who are the two anointed ones who stand before the Lord of the Earth in Zechariah 4?”

Scholars have varying interpretations as to the direct reference and to a possible future reference or foreshadowing of the two individuals. Most scholars understand or interpret the two individuals as being Zerubbabel as the ruler/governor over Israel and Joshua the priest of the Temple. The reason is that Joshua the Priest and Zerubbabel are mentioned in this book. That is the likely context.

The deeper question is this, “Is there a future reference of two individuals who are anointed to serve the Lord of all the earth (vs. 14)?” Scholars interpret that there is a likelihood of a future reference of two individuals. The options are as follows:

A. Moses and Aaron

B. Elijah and Elisha

C. Peter and Paul

D. The two witnesses in Rev. 11

The combinations of individuals who may be the future references are many. For one’s consideration, it may be the two witnesses of Revelation 11. The two witnesses have access to the Temple and stand as the anointed ones to serve the Lord of all the earth. It is not just to Israel but to the whole world. It implies a broader ministry. Who are the two witnesses of Revelation 11? Again the Scripture does not reveal the identity of the two individuals. It is a mystery which will be revealed at the appropriate time. Scholars have their guesses as Moses and Enoch.

SUMMARY: The immediate context refers to Joshua the Priest and Zerubbabel the Governor of Israel as being the two witnesses with perhaps a foreshadowing of two future anointed men for the Lord.
