In Romans 10, the Apostle Paul explains how a person comes to faith in Jesus Christ. Someone needs to proclaim the message of salvation. Without that knowledge and understanding, that person is not able to call on the name of the Lord for salvation.
A person may hear the message of salvation and not believe it, while another person may hear and believe it. The person who responds to the message of salvation comes to belief/faith due to the work of God in that person’s heart and mind. It is the Holy Spirit opening that person’s mind to perceive his need and willingness to “bank” his whole life on the promise of forgiveness and salvation.
